It's the background of the E. Honda stage in Street Fighter II. That background --- a mural on tile that randomly comes to life when someone wins --- is the first memory I have of the game, which I'd go on to play many, many times. I like the aesthetic of it, even in still form, but also the weirdness of it magically moving, especially when none of the game's other settings had this surreal quality. And I especially like that someone bothered to capture that in animated gif form.
